I'm not really sure what is meant by tall, but when I was at UT in the early to mid 70s, there were a lot of state office buildings near the Capitol that formed sort of a skyline. There were also a few "sort of" tall buildings downtown and also Dobie Center (dorm) at UT that was quite tall relative to most buildings here. I don't have the data, but things really didn't change a lot until after about 2000. I remember thinking in the mid 90s how embarrassing it was to be a pretty big, fast growing city with such a puny skyline. Fortunately, that's all changed and I think it's the best downtown skyline in the state, and one of the best in the country as viewed from the south side of the river.
