I believe that the rule only applies for steel framed towers with a concrete core. This is a reinforced concrete building, not a steel framed building. It's a union rule btw.

does anyone know if the orange section are actual floors? and also i heard that there was going to be a crane on top of the blue section. is that true? and if so when would we see it rise?

also One57 was concrete and it seems that rule was in place, infact outside of of the US is the only example I can recall of the core rising faster than the exterior I guess thats why I'm curious. Not a big deal though

During construction of One Atlantic Center (the IBM Tower) in Atlanta the slip-form concrete core rose MUCH faster than the exterior wall framing.

1. The orange section are floor plates.

2. Not known yet.

3. Third crane may not come so it is unknown.

I expect there will be no crane on the core itself.
There is already a concrete pumping arm at it's centre (the red structure).
Then: both present cranes will go to the top.

Core jump frequency is 4 days for the lower part (6 floors?), and 3 days for the rest.
Don't know when that sequence actually starts. After this first jump, some finetuning may be necessary on parts of the system.
And the outer columns do not seem as far ready for the tempo yet.

Topping out is not before the end of 2013.


PS
I hope the webcams will be adjusted regularly from now on.
Otherwise we will loose the core out of sight...

That is a great shot! Lots of action with concrete pumps. What are the gold coloured pieces sitting on the top floor plate? Are they using the actual floors as staging areas as they go up, because of lack of space?

Is it freezing in NYC?

It hasn't been. It's actually been "nice" out, or warmer than could be expected this time of year. I'm sure a cold snap is on the way though.

It just occurred to me that the lighting (if done correctly) in the "gaps" between segments could actually make me like this tower. At least at night.
