Regina and Saskatoon both posted year-over-year gains, with employment up 6.4 per cent and 0.9 per cent respectively. Health care, social assistance, and construction saw the largest growth, adding a combined 11,700

Regina Employment Trends
The unemployment rate in Regina was 6.4% as of October 2025, down 0.1% from the previous month. The unemployment rate stood 5.2% below the peak from June 2020 but remains above the long-run average.

There were 600 more full-time jobs in October 2025 compared to a month earlier. Combined with a gain of 900 part-time positions, this led to an increase of 1,500 total jobs in October.

Full-time employment has recovered since reaching a bottom in July 2025 and now stands at a record high.

* All figures are seasonally adjusted, 3-month moving averages. Seasonal adjustment removes normal seasonal fluctuations.

The unemployment rate in Saskatoon was 5.5% as of October 2025, up 0.2% from the previous month. The unemployment rate stood 8.3% below the peak from June 2020 and is below the long-run average.

There were 300 more full-time jobs in October 2025 compared to a month earlier. Combined with a gain of 200 part-time positions, this led to an increase of 500 total jobs in October.

Regina Exhibition Association Limited (REAL) says it’s making a smaller budget request to the City of Regina following successful efforts to right its bottom line over the past year.

In a presentation to city council on Wednesday, REAL’s board outlined that it’s seeking $10.8 million in operational funding for 2026 and 2027. Both are down from what REAL requested in 2025.


The municipal entertainment district initially received $11.2 million from the city last year — doubling its grant from 2024 — along with $15 million in top-ups since 2023 after a culmination of financial struggles and uncertainty.

Homelessness, manufactured homes and tax tools before council on Wednesday
The city will finalize its role in homelessness and well-being, while Regina could soon permit manufactured homes across the city.
Manufactured homes:

Regina could soon allow manufactured homes in any part of the city.

The city’s planning commission has recommended council amend zoning bylaws to change manufactured homes from only being allowed on Residential Manufactured Home Zone (RMH) sites, which currently only includes an area of Glen Elm and Argyle Park.

The report notes manufactured homes have advantages, including mobility, affordability and new development areas.

On the flip side, disadvantages include assessed value, financial barriers and site cost, according to the report.

Regina’s city council has moved forward with plans to build a multi-family residential building, along with permitting manufactured homes across the city.

At Wednesday’s meeting, council unanimously approved rezoning 2571 Broad Street, the former Canadian Blood Services building, from institutional to residential high-rise to accommodate construction for an apartment building.
Manufactured homes are now allowed across the city

Regina gears up for first-ever Vanier Cup, boosting tourism

REGINA — For the first time in its history, the Vanier Cup will be played in Regina, which has the tourism industry excited.

Brad Gore, director of destination marketing with Tourism Regina, said this event is a wonderful national spotlight for the city and university sports.

“[It’s] a great way to showcase that kind of collegiate athletes at their best at the peak of football. And we know in Regina that people come out for football.”

With the Saskatchewan Huskies, a team based out of the University of Saskatchewan in Saskatoon, playing in the championship game, Vanier Cup officials said that has increased ticket sales.

“Having a team from our local province makes a big, big difference,” said Jodie Bray, who is on the committee for the Vanier Cup.

As of 2 p.m. on Friday, Bray said 4,928 general admission tickets have been sold, with 1,100 more tickets sold between the AGT lounge and suites.

Gore also noted the recent success of the Saskatchewan Roughriders winning the Grey Cup has created overall excitement for local football.

“You could tell people were still in the spirit; they were chanting slogans from the last victory.”

While current economic impact stats aren't available, the Vanier Cup in 2023 in London, Ont., managed to generate $2.4 million for the local economy.

Proposed Regina property tax hike gives Saskatoon residents less reason for envy

Saskatoon’s proposed increase of 7.43 per cent seems minuscule compared to Regina’s
Saskatoon Mayor Cynthia Block expressed some envy Wednesday over the Saskatchewan Roughriders Grey Cup victory parade.

“I was so proud and excited [about the Grey Cup win] and jealous that Regina got the parade,” the mayor of Saskatchewan’s largest city told her colleagues at city council. “That seems very unfair.”

As Block leads council into her first two-year budget debate as mayor this week, any jealousy toward the rival city to the south has likely evaporated.
