Outside of the stadium, sure, but not inside.
It sucks but I guess I understand it.

Not entirely accurate, however, this could be PSV's preference. At least in London, Arsenal, West Ham, and Tottenham's stadiums host a number of concerts as does the Twickenham rugby ground. Wembley is the home of football, yet also hosts a number of concerts. These stadiums all in the London area hold greater than 60,000. Arsenal a few years back wanted to hold more concerts at their Emirates stadium but the local Islington (city) council turned them down and limited them to three concerts. In fact Liverpool FC is considering playing at least one of their offseason games at Tottenham's new stadium in London because their stadium (Anfield) is booked with concerts during the summer.
Closer to home, Toyota Stadium (Dallas FC) hosts concerts. Actually, the Off The Rails Country Music Fest (Luke Bryan, Jake Owen and Aaron Watson, etc) is tomorrow at the stadium and Jimmy Buffett used to have his Dallas concert there every year. There have been concerts at Houston Dynamo's BBVA stadium as well.
As a side note, every time I hear/see PSV, I immediately think of PSV Eindhoven from the Dutch first division league.
