Yeah, presumably required because of the need to hold back the immense lateral force on that shoring exerted by the neighboring high-rise, and only safe to be cut and removed once the reinforced concrete wall to be poured has sufficiently cured, and perhaps even is supported laterally by the floor to be poured above.
