Didn't Steve Juba do the same thing to block Bernie Wolfe from running for Mayor for the first election for the combined City of Winnipeg?

ya they did it in oakville they worked 24hours around the clock with go train running on the tracks

It was talked about it, nit sure how in depth it was looked into. Deemed to risky with all the utility shit doing on.

Was just on the City of Burlington web site for the project and it will be completely finished Sept 2014. It started in Oct 2010. Most of the remaining work is landscaping.

There were also all sorts of road closures involved in the project for various lengths of time before and after the underpass box was jacked into place.

It also looks like this was the first time this was tried in Canada and was only done because there was no room for the standard shoofly detour that is usually used in projects like this.

I have not been able to find a final total of costs to see if it came in near budget or if it went way over.

I was able to find though that CN was ordered by Canadian Transport Commission to pay 85% of the cost as they got the most benefit from the project. I don't think they are paying 85% in the Plessis Rd project.

There was a similar project creating a rail/rail underpass to eliminate the West Toronto Diamond. Both lines were kept open during construction.

85%!!!!!!! Since when does CN pay for underpasses?

In Canada, cost apportionment (sharing) for grade separations is governed by the Canadian Transportation Association’s (CTA) Guidelines for Apportionment of Costs for Grade Separations. The CTA guidelines have five very general project categories, with corresponding cost apportionment percentages, as follows:

City Cost % CN Cost %
Exiting level crossing
City initiated (traffic volume, growth) need 85 15

CN initiated (rail volume growth) need
15 85
Equal growth
50 50
New crossing
City initiated
100 0
CN initiated
0 100

Note: cost apportionment applies only to the requirements of a basic grade separation which does not typically include for road widening, sidewalks, bicycle lanes or enhanced landscaping features.

So, if the city put limits on the number of trains that cross, CN would have to pay to build the underpass if they wanted to increase the number of trains?

Yesterday, Borland laid some asphalt down on Dugald Road. If that isn't putting the cart before the horse, I don't know, what is. For the next 9 months, multi-yards of mud are going to be trucked out of the area, new gravel, concrete, and steel will be brought in, how much can 6 inches of blacktop support? Of course, this leaves Plessis S. unfinished and barricades still in place on both roadways, still looks like a cluster.....

Hard to find a place to stop and shoot a couple of pictures, it looks like it was planned that way by PCL and their 8 foot fences surrounding the CONSTRUCTION SITE?

CN Rail switcher engine was stopped for about an hour yesterday, the front platform of the engine had about a half a dozen 'bull-shit inspectors' inspecting the area construction, while work was being done on the track ahead at Plessis crossing (a guess).
