You're basically looking at the western edge of old town St. John's. Downtown is just to the right of the photographer.

Here's just a little additional info. Yes that would be from the Basilica tower, looking northeast (towards the ocean which is behind the hills) - you meant the
Eastern edge of downtown. The photo shows Southcott Hall under construction which would date it around 1963.

That is where Atlantic place is now on the right, foreground, and Scotia Centre on the left but out of the photo, the building on the corner with the bay shape was replaced by a modern one in the 50's or 60's, the closest building on the left is also replaced.
