How is this scummy? We don't know what happened?
Business case didn't materialize? Someone died? New opportunity they couldn't pass up came along?
Or perhaps they did just update the zoning to sell.
They did it completely within the city's guidelines and regulations, even lowering their height to comply with the city.
There's not a single thing scummy about that.
