I think this used to be correct, but over the last several weeks, EB traffic on Georgia has been badly backed up pretty much all afternoon, at least in the two blocks I can see from my office (Thurlow to Hornby more or less). I'm not sure if it's the work being done in front of the TD tower or what, but it's been pretty bad.
Actually, IMO, traffic downtown has been surprisingly bad this summer. It usually eases off a bit in the summer months, but Burrard, Hornby and Robson (at least since they blocked off the part between Hornby / Howe) have been terrible.
