Somewhat agree that it won't get a lot of spontaneous foot traffic - like the southern part of Polk Brothers Park at Navy Pier - but it's also possible it could be used for special events and festivals as well (as Polk is used for too).
But it's accessible from the bike/pedestrian path and if there is something worthwhile to do there, a lot of people could 'stop off' there when they're going north and south. It will certainly be a phenomenal place for city photos. I'm not sure if there are any plans for boat docking there - tours could possibly launch from there as well or in the future.
Additionally long term the riverwalk on the north side of the river hopefully becomes more developed like the southern side with restaurants and bars. In that case a lot of tourists from Michigan Avenue could end up walking there and back as they do now on the southern riverwalk. It's important to keep that option open for years/decades down the line.
