After looking further into FAA height limits, it turns out that projects listed as an "Interim Case" do have a preliminary issue with their height. There is a search set up specifically for Interim Cases on the FAA search page, so finding such projects is easy. Block 71 is currently the only Austin project listed as an Interim case. But an Interim determination is not final, the proposed height could still be approved.

I would think that means nearby structures of a similar height like Frost could lead to an approval. But the new FAA filing for a 481' foot tower makes me think Trammell Crow may have decided to lower the height instead of proceeding with the current plans.
