The issue is draining surface water away from the building. For a very long time, and still today, the main method was to apply a coating to the concrete of the exterior foundation face so water could not penetrate and gravity would pull it down to a drainage system at the foundation's base. This is very typical of house-scale construction, but is also done on larger projects.
More modern methods include a membrane applied as discussed above. And also, a physical screen can be applied to the foundation face. These products come in large rolls and include a void space between two physical membranes, the exterior one of which is perforated to allow water in. The void in the 'sandwich' allows the water to fall directly to the bottom. Two things are accomplished: 1) relatively high volumes of water are shed quickly, and 2) water pressure against the foundation concrete is prevented.
These can be used exclusively or in combination. It all depends upon the existing drainage issues (including groundwater) of the site.
