It seems like they are doing the final layer of weatherproofing on the blank wall so there won't be any windows. They do seem high enough to possibly tie into an adjacent floor.
And the elevator core is along that wall directly in the middle which doesn't explain the purpose of that centre column of cutouts. All the under construction photographs seems to indicate there is something beyond there so maybe they also reconfigured the core to do a future retrofit.
