It probably means CITC was behind schedule for a very long time. In terms of regular shift construction work, you typically see guys check out 2:30-3PM. Obviously an owner can pony up if they are under pressure to recover schedule, but even then it's up to the workers (who dont work for the developer or contractor in most cases) to accept the OT offered. Usually union guys get 1.5x pay for OT and Saturday, double on Sunday. If you have a project with all evening hours some unions have shift differential costs which add some level of premium to the hourly rate for night work. You often arent getting great productivity from these workers in hour 9 or 10 in reality.
