On days like that there are hordes of cruise ship passengers around the seaport area (the name given to the part near the ocean terminals; Pier 21 is there). A large percentage walk the length of the boardwalk, which is a few kilometres and has a lot of tourist trap type places. Relatively few get to the main commercial parts of downtown, like Barrington Street or Spring Garden Road, and businesses in those areas cater much more to locals than they do to tourists. Part of the problem might be that there isn't very good signage nor is there any kind of special streetscaping or anything to make those areas more inviting. There are also hills.
Some go to the Citadel and probably go on excursions to places like Peggy's Cove, which is nice but also a tourist trap to which there are many equally good alternatives that tourists tend not to know about.
