Good job, and pretty much spot on. One (real life) extension that is being mentioned is from Berkley Avenue to the Greenbriar area of Chesapeake, perhaps extending as far west as Battlefield Boulevard.
Another (real life) idea floating around is to have an electric trolley from DT Norfolk heading north along Granby Street, with stops at the Virginia Zoo, Lafayette, Thole, East Little Creek Road (Wards Corner area), and on to Ocean View.
Have you thought about a map for the Peninsula? There are some real life ideas there, too, most of which would use of the existing CSX trackage and Amtrak's Northeast Corridor route. (That's right folks - contrary to popular belief the NEC doesn't end at DC).
Of course, the ultimate goal is to have a Peninsula and Southside connection via a third Hampton Roads crossing. (For those that are interested, the third bridge-tunnel crossing has proposed, off and on, high-speed, light rail, and bus/tractor trailer "lanes" as well, though the cost is likely prohibitive.)
