The Lewis Wharf property sits on harbor tidelands, subject to State “Chapter 91″ requirements. The property was also zoned with the rest of the waterfront area under the 1990 Municipal Harborpark Plan (pdf).

Title to the land under the pilings at the end of Lewis Wharf was conveyed by a grant of the Massachusetts Legislature in 1832 to the Lewis Wharf Company. The grant was specifically made subject to a “public trust” and to be used for a “public purpose.” A 1979 Supreme Judicial Court addressed this specific land ruling that any development be for “marine commerce or a public purpose.” The developer believes they can meet that standard with the new proposal because State regulators consider hotel and marina use to be public accommodation.

If last year’s response is an indication, some opposition to the added density, potential noise/traffic and lost views is expected by abutters from Lewis Wharf condominium, the Prince Building located across the street and activists as part of Preserve Boston’s Waterfront. Proponents are emphasizing regulatory compliance to distinguish it from controversial high-rise tower projects, such as Harbor Garage and Government Center Garage.

In fact, in 2014 alone AFH completed more than 723 commissioned artworks and hosted 89 events while generating almost $1.5 million in fine art sales and services.

AFH's proposed development has been slightly modified since announcing its plans last fall with plans for a roughly 6,000-square foot reduction.

"As we got further into designing the expansion and studying the expected usage times of different spaces, we found opportunities to be more efficient and flexible with spaces," AFH director of operations Drew Motta told BostInno. "As these efficiencies developed, we were able to reduce our required area. This smaller building makes it easier for us to position enough photovoltaic panels to become Energy Positive."

The new space will allow AFH to double its youth employment and provide for 250 more jobs, and create a new "Maker Studio" which, Motta added, "allows the public to access our art-making facilities and equipment, and interact with other creative young people and adults."

Aesthetics aside, there’s also an energy-savings benefit to this concept. City Hall, with its large interior courtyard and concrete surfaces, has always been expensive to heat. Encapsulating the building in glass would create a climate-controlled, passive solar interior environment.

Feasibility studies and cost estimates would need to be done, but the cost of this proposal pales in comparison with the cost of a more invasive exterior remodeling, or a new building. And over time, the savings in heating costs would defray the expense of the project.

The building could appear luminous and crystalline, transparent, welcoming, sheltering, inclusive — all better metaphors for city government.

Is that a joke?

The building is beyond ugly already, and that might make it worse. Also what's this new obsession with indoor sunlight?

Might be more economical to kill the damn thing and build a better building in its place.

But do something with the plaza. Make it useable. Lightweight pavilions and planters with decent trees how about.

Yeah its kinda all over the place. Seems like the renovation is more a byproduct of being cheap and saving money. Eh, is what it is. Its a proposal for now, so it might change.

The website bills Pierce Boston as "not only an architectural standout, it is reimagining fine living in one of the nation's most storied cities."

The condos and apartments will range from studios to one-, two- and three-bedroom units. For those residents with vehicles, a subsurface pedestrian connection will link Pierce Boston to the Trilogy Garage.
