The NS legislature was built from 1811-1819, and the McDougall Centre was 1906-1908. PEI's legislature was completed in 1847. The elected assembly in NS goes back to 1758, and is the oldest in Canada. It must be one of the longest-running democratic institutions in the world (not first or second, but maybe it would show up in a top 50 list somewhere on Wikipedia, which is still pretty neat).
They do have a somewhat similar exterior but that type of plan was so ubiquitous that it's hard to say what inspired what. Province House in Halifax is Palladian, inspired by the Italian architect of the 1500's, who built on ancient Roman and Greek styles. There are lots of very similar buildings from about the same period in the UK, but not many in North America.
