This is a diffucult question to answer but I'll see if I can explain it correctly;
Bedford West and South both have multiple lots where 6-12 storey buildings are allowed. No exact height is given for most lots on site plans because the area is controlled by density and not height restrictions (however 12 storeys is the limit).
So with this in mind I'll take the Birchview site as an example. All site plans I have seen show the site as three small-footprint buildings however it has built as two large footprint buildings. Presumably the three buildings would of been taller to make up for the small floorplates and still have the same number of units overall.
Now to answer your question there appears to be two buildings that will be 12 stories tall and be highly visible from the Basin (and therefore the "skyline"). These are right across the street from the Birchview buildings and will rival the crane currently erected for height. Heading inland six of the seven buildings approved for Starboard Drive are marked as 6-12 storeys so some of those could peek over the hilltop.
Across the highway in West Bedford there is better control of height. By the looks of it there are three 12-storeys proposed for Stonington Park, and as of January three proposed for the cul-de-sac off of the interchange.
