Great to hear Chicago is doing this - effectively.
In Oak Park a street can be resurfaced with brick if the residents approve ( ask for ? ) it. I think this is only when they are replaced in the normal course of maintenance.
A good example of a permeable surface is at the
Morton Arboretum where the parking lot is done in permeable brickwork.
