Is this the taller of the two or the shorter of the two. I’m hoping it’s the taller one otherwise phase 2 will block my view of Metrotown skyline

One page 1 there is a rendering. I’d say it’s a shorter one.

It's the short one. Phase II is on the southeast side of Phase I. Methrotown is, I think, on the west side of Phase I. So it may not block your view.
