Let's examine the Words you want to debate :

Problem: Any question or matter involving doubt, uncertainty, or difficulty. Such as a enigma, riddle,or puzzle.

Are you "Implying" that the Flooding Houston constantly faces implies "doubt, Uncertainty, a riddle or a puzzle?

Issues: A point at which a matter is ready for decision.
A point, matter, or dispute, the decision of which is of special or public importance.

I have recently read that HOUSTON was supposed to build some Flood Drainage Canals for some time now but still hasn't.

This is more than a "Issue" now for our Nation's 4th. Largest City.
HOUSTON deserves better.
