I don't understand then why we wouldnt just keep the water levels constant.

Operating the floodway causes flooding issues south of the inlet. The floodway gates literally cause flooding and it then overflows the dike and into the floodway.

So I guess they want to not do that for the convenience of the river walk.

For basement flooding, the cost of everyone's basement flooding vs flooding issues at the inlet is a reasonable trade off.

I'm just speaking to what I remember. Maybe someone knows of a report or other info from the time of the floodway expansion.

And what impact would controlling the river have on the riparian forest that snakes through the city, it relies on those rich flood waters for nutrients to thrive.
