There's no way that the issue is permitting, and certainly not two more years of it. It's very likely that they can't get financing right now, and it could be possible that the two year lease is in the hope that they will be able to in 2026.

If it was my job to find an ideal location for these types of services, you bet I'd have much better locations than this. Something along mass transit and near other similar and relative resources where they would received the best and most help possible.
