Joseph Pettick - lead architect SaskPower Building working on the drawings for it with the steel frame visible from his window.
Pettick's office would have been in the McCallum-Hill Building, where Hill Centre Tower I now stands.
Seeing Pettick working on a floor plan reminds me of my early days as a draftsman (hence my name) 45 years ago. Pencil on paper, no CAD, and a lot of manual calculations!
That panel standing on his desk (upper right) appears to be a sample of the sunshade covering the south-facing tower windows. These were removed during the recent renovation.

Though, a new La Senza being built is surprising. Their current 2 stores are prehistoric so it is long overdue.

When la Vie en Rose relocated to the large space adjacent to the escalators (on the main floor), I spoke with the manager and told her how nice their new location is. She told me that it is just temporary, as they will be moving to a space across from American Eagle Outfitters. I assumed it would be the current La Senza spot, but it looks like it might be to the former Call It Spring location.

Cornwall is dying and I don't think there is a way around that. The mall needs to get more exclusive-to-Cornwall stores instead of more one-of-three locations in the city.

I didn't realize Bentley was gone from Cornwall. Has Roots pulled out yet? It seems dead all the time when I've been in the mall the last couple of years.

Like American Eagle. Yes.

But like others have said in the thread, what's the draw beyond the stores? There used to be indoor trees. There used to be a water feature and fountain. There used to be a red English phone booth and the restaurant. It used to be a unique experience for shopping. It's now just a hallway with stores attached.

The Cornwall needs some reason for people to be downtown and then it would be busy again, but right now, unless there is a destination store and even that is suspect given retail in general these days. Movie theatre, maybe a second review like Golden Mile would be useful, but the screens are gone and such.

Get the library, get an indoor mini golf (Saskatoon's Market Mall had a great one) and offer lease rates for local businesses.

In other news, the tree boxes on the West side of Hamilton between 11th and 12th look to have gotten a little love over the past couple of weeks. Some new trees, some mulch and most of the protective grates are back. Hopefully the city comes by to give them a watering once every couple of weeks.
