Doesn't really matter which area (or company) is first, but which area or even company can take advantage of it. I'm sure Rochester, NY must be thinking about its missed opportunities - the first digital camera was invented by Kodak and Rochester was the optics capital of the world up until the 1980s. It also had good research universities...
