It seems as if it has been under construction forever too. Not too far from where I live either.
The address is 2827 Maxey Rd, Cedar Hill, TN 37032 and mystery surrounds this place. It has been under construction for at least two years maybe longer as the main structure was complete then when I drove by.
I am unsure if it has stalled or what.
