It'll make the State/Chicago intersection with its subway station more enclosed and urban, and make the plaza more cozy. At the end of the day, this is a residential building. It's not like they're looking to have big crowds hanging about in the plaza.
And I'd hope there's no bait & switch on the height. The massing steps back with a ratio that gives good form. Either they have to truncate form, or squish it all. Either way breaks the ratio. Not the same as cutting height on a monolithic box.
