So, not a lot of news on this project since the groundbreaking in November, but this week a couple of developments.
First an RFP for a Construction Manager at Risk to handle all the pre-construction infrastructure (water, sewer, roadway network etc..) has been issued:

I don't fully understand the inside baseball relationship of the City/Phoenixmart yet as this RFP seems to be issued by Phoenixmart and they have all the legal decision making rights etc., but the CITY is also going to be reviewing the RFPs and may pay for part of these infrastructure costs out of some nearby Community Facilities District (CFD) funds. I assume that this portion of the project is a partnership due to the fact that it makes sense to install some of this infrastructure BEYOND what is required for the Phoenixmart project alone at this time to save on future costs/inconvenience.
In any event the RFP is being posted by the City etc...rather than Phoenixmart....
They SAY they want to have the RFPs for this 17mil dollar portion returned, evaluated, and negotiated by March....we ll see about that...
Anyway, I also just by chance happened to contact my inside the city contact about the lack of information and he said Phoenixmart hopes to start moving dirt and developing the entryway for the project by the end of January, with vertical building starting in March...this source has always been reliable with information in the past so I trust it to be his best knowledge - and his words were "I see no reason why this project wont begin sooner rather than later".
