I really hope Simplot hill turns into something dynamic, for the public, and doesn't just fade away into another random overgrown hill. I'd really like to see the hill turned into a park, and down the road possibly a small outdoor performance venue at the top.
To cut down on maintenance costs, the hill could be transformed into many areas of paths, with designated flat and stepped lounging/seating, allowing the rest of the hill to grow in naturally.
The Ridge to Rivers trail system is very nice, but there needs to be places of leisure within the hills as well.
While not near the same thing, I imagine the hill turning into Boise's own version of Delores Park in San Francisco in the coming decades. There is nothing people like more than being outside with a view. Simplot Hill has the potential to be infamous.
The biggest deterrent is accessibility though, and maybe one of the closer hills to Downtown would be better suited for a park of this nature.
