This could have some implications here (and of course across the city), though the FAR overall on this site would remain 24.

Budget proposal addresses FAR cap
State Budget Expected to Lift New York City’s FAR Cap

APR 17, 2024
By Kathryn Brenzel

Quote:
On Monday, the governor referred to eliminating density caps in Manhattan. But a press release and folks familiar with the negotiations indicated that lifting the cap on residential floor area ratio would be citywide. (Memo to the governor: The other four boroughs are Brooklyn, Queens, Staten Island and the Bronx.)

The details get a bit fuzzy from there. Over the weekend, nonprofit publication the City reported that the state would allow residential projects that are 15 times the size of their lot, meaning an FAR of 15, up from the current 12. That would throw a wrench in the city’s plans to create two residential districts with floor-area ratios of 15 and 18.

Still nowhere near what is needed.

^ Needless to say, that’s old.

Couldn't Peebles have won the RFP after all? Behind closed doors.
Or was this just for PR purposes as the Hudson Yards Phase Two proposals were announced shortly before?

I like the newer design so much better, even if it's a little shorter.

Zapatan, only when I see the complete tower as a final rendering can I make my judgment. But it already looks much better than the old one, and it would also be interesting to see how the two designs will look on the skyline.

I'm still waiting for them to finally announce a winner. Or are they waiting until the RFP is withdrawn? This one will be empty for a long time, as well as others in this neighborhood. We only have a concept not even a real proposal. Why do we actually need this thread on the forums anymore?

2 things

1. why doesn't Peebles build his Affirmation Tower on another site, as he has always said he would? Because he has raised the capital.

2. Or does he want them to announce a winner soon?

Or he is playing poker now, if no result is announced soon, he will withdraw his offer and the RFP will be cancelled again.

The Affirmation Tower could also be planned at 45 east 45th Street with altered proportions.

Easier said than done. For one thing, the Roosevelt Hotel site is owned by another government entity (which will have its own bidding process which hasntveven begun yet). Also, they have said there have been offers from other cities to build the concept in those places, but again, easier said than done.

The question that everyone (including the community board) should be asking is why is the governor sitting on this? She stopped the original process so she could reissue the RFP with a specific stipulation for affordable housing and a ban on office space. Peebles has met that mark, as I would assume any other bidder has. Yet, the governor has remained silent. No proclamations of a need for further study, just silence. Meanwhile, those demanding more affordable housing in the area (and particularly this site) remain silent.

It’s been a year already. They were originally expected to announce a winning bid in a couple of months.

Thank you NYguy for your answer.

Is there a statute of limitations on this RFP? Or what is the latest date a winner has to be announced? We are promoting the construction of 350 Park Avenue but we as the City of New York do not need affordable housing.
After almost a year and still no decision how disappointing.

The city DOES need affordable housing. It just doesn’t need it in Hudson Yards. But this is a state owned site, and they want to make a show of it. I would argue that much more affordable housing is needed all over the city. But that’s another issue. Meanwhile, the state has required at least 30% affordable housing in the bids. Peebles has said his bid includes 40% affordable housing. But there is a holdup at the state level.

Wow, that's a nice building. I like the subtle setbacks, vertical lines and top. Those floors at the top are amazing.

You don't know what will be selected. We haven't even seen all the bids yet. Peebles reportedly had the higher bid in the first round, but we hardly know anything here.

Some more views...

^Me too, and at 1,380' it's still tall enough to be a signature tower.

No it's not. By the time it's built you'll barely notice it from most angle besides the side with Javits. HY Phase 2 will overshadow this site at that height, not to mention the PABT plans down the road and if they ever plan to do anything significant around Penn Station.

Wow, that's a good looking building. This concept would certainly stand out amongst the rest of the HY glass - thanks to both height and design.

As far as the Peebles design, we need to see more of it, and from different angles. Actually, we need to see all of the proposals. If I recall correctly, last time around there were 6 or seven bids.

Anyway, this latest design set at 1,380 ft (I'm sure it would change a little), compares almost exactly heightwise to:

Hudson Yards site B: 1,376 ft

Bus Terminal Tower A: 1,346 ft

270 Park Avenue: 1,389 ft

I really want more variety, heightwise. Get me to 1,500 ft, at least, on the west side.

I do like the base from the park side. It needs more work, but I feel it has a little 175 Park action going on...
