While I'm no fan of Bettman (not by a long shot), he's just doing what the BOG wants. If they wanted a team in Quebec, Bettman would be on it like a hobo on a ham sandwich.
Is there any evidence Bettman or the BoG don't actually want another Canadian team? Who have they said no to that has come forward with actual serious offers for expansion? I mean, when you look at the fact the NHL is only in 25 US cities, compared to other major sports leagues, it does make sense that they are focused on US cities.

It's all about valuation like having a Starbucks in a lease increases a properties' valuation over a local independent coffee house. Quebec should have a team. The Golden Horseshoe should have 3.
