This latest revision has been proposed but can it/will it be affected by the changes likely coming tomorrow out of a city council meeting?

- removal of parking minimums
- removal of Grandview-Woodlands change of pace restriction
- removal of restrictions for development around rapid transit stations

Also, the Bank of Commerce on the corner of East Broadway and Commercial Street closed earlier this month. Obviously not directly related to 1780 moving ahead or not moving ahead but possibly could be indirectly related?

Pace of change and transit station restrictions didn't apply as the project had already been accepted for a rezoning, and it's at over 8 FSR. The parking could be reduced for the housing, but the developer is already only planning 438 spaces for the commercial space and over 1,000 apartments, so that may be as far as they want to go for reduced parking.

Aaaand why couldn't the UDP approve it a year ago when it didn't look so ducking lame? Or is it because of them?

The UDP didn't review the project a year ago. Or in 2021 or 2022. I assume the developer withdrew earlier applications before they could go to the UDP. There was a 2020 version, and the UDP supported it.

Wow, progress.

Although, as Changing City mentions, UDP also supported a version in 2020, and it didn't move ahead? Was withdrawn/replaced with 2021 proposal? Hard to keep track.

What's the next step for the latest incarnation? Development Permit Board?

The developer revised and withdrew several versions of this project, switching from strata to rental, reducing the office space, reconfiguring the design.

It still needs to be rezoned, although there's no indication that won't happen. It'll be interesting to see if the 'No Towers' group have given up, or make a token showing. Then they can submit a DP, which may not have to go to the Development Permit Board, if the design and details are similar to the rezoning (so no bait and switch on the design).

It seems like development happening all along the rest of Broadway but this one, that has been in the pipeline much much longer, isn't moving ahead.

We're waiting for council approval, I think? Or developer to submit a development proposal?

The current proposal was only submitted in May. It's already been to the Urban Design Panel, who supported it, with some suggestions for improvement. Presumably it should be able to get to a public hearing, and get rezoned some time soon, assuming there are no outstanding issues to resolve. There would still have to be a development application after the rezoning is approved.

The fact that the developers have submitted a series of different projects over a number of years (that they then withdrew) doesn't make any difference. As a new proposal, it doesn't seem to be moving any slower than any of the other Broadway Plan projects.

Ok, which public hearings are we done with? As per the new provincial rules. This project shouldn’t need another public hearing.

That's not what the new provincial rules say. This proposal exceeds what the Local Plan contemplated here, and what the Provincial TOD legislation allows.

None of the previous versions ever got to a public hearing - the developer withdrew them before Council could hold a hearing, so it's still zoned C3-A Commercial.

So that would be the next step? A public hearing likely scheduled for 2025? With construction maybe starting in 2026 then?

I think the new rules for public hearings only mentioned an Official Development Plan which COV is still in the process of completing and 50% of the gross floor area being residential. I assume they've been given leeway to proceed as is with the current system until next year. COV only had 11 area specific ODP and some generalized city-wide ones about greenhouse gases, rental housing stock etc.
