I live in a building that is directly adjacent to a PBR bar that opens up to an outside patio area. I can hear music(faintly) from the 13th floor facing the opposite direction. Not a big deal. Maybe it's time to start dispersing these events so they're not so heavily concentrated in Union Park? Festivals are common in the city, it's not unreasonable to ask residents to put up with some inconvenience... but seems like Union Park has at least 2 major events per month in the warmer months.
There's plenty of large potential sites in the Near West Side where you could shift events around. Windy City Smokeout moved to the United Center parking lots this year - should be an even better location once the new Damen stop opens. They could also hold festivals on some of the huge tracts of vacant land in the IMD, or at Addams Park like Spring Awakening or Ruido Fest.
TBH, this is a weird complaint from Burnett given that he has approved several new low-income buildings around Union Park in the past (including Heartland Alliance's buildings just to the south), and this new development would contain more than the required amount of affordable housing.
