Great detective work and you are not mistaken! I like these temporary lakes that spot the scenery this time of year.

Based on the view point I would say if your not using any long distance lenses that your shooting from Port Moody and or Coquitlam. The two Municipalities your looking at looks to be Anmore and Belcarra.

Burnaby, either on the mountain park grounds/trails up to SFU or somewhere along barnet.

Second guess PoMo College Park hill, University Dr. near Suncor

Burnaby is one of the municipalities in the picture and there is a sliver of Burnaby Mountain there as well. Port Moody and Coquilam are both nowhere near this photo.

What's the other municipality in the picture?

Are those poles from a driving range? And there's the large hydro lines in the foreground.

The poles are at the old driving range off Hastings near Kensington in Burnaby. So... Burnaby in the foreground and District of North Vancouver in the background. I think Belcarra is obscured by the base of Burnaby Mountain on the right side of the picture.

My guess the picture was taken from one of the towers on the west side of Metrotown (maybe Station Square).

Youre looking up Indian Arm, Burnaby in the foreground and Deep Cove (DNV) in the background.

Given the angle and how you can see the houses on Indian River Dr. but not Belcarra the shot must be taken from somewhere in or around Brentwood, not Metrotown.

I'd bet a Costco hotdog it's from Metrotown!

Haha, you guys are the best. This is indeed Deep Cove and Indian Arm as seen from Metrotown. So the two municipalities are Burnaby Heights in the foreground and District of North Vancouver in the background.

Sorry LeftCoaster, but you are out one Costco hotdog!
