They are? I don't see a shovel anywhere? I could have sworn just one or two pages back it was confirmed the project was still seeking tenants because of, well you know... lack of tenants demanding new space.

This is just plain false and you know it.
There has been plenty of turn at Pacific Centre, [Express leaving the market, Mexx bankruptcy, BCBG bankruptcy, plenty of opportunities for these retailers but they have actively chosen Alberni over Pacific Centre.
These retail vacancies have been backfilled by Roots, Mackage, Babaton, Fido, and Sage. All retailers who pay the bills, but if Lux stores were so desperate to be in a mall they can certainly afford to pay more.
In this market they prefer outdoor retail. This isn't Orchard. You can be blind to it however long you want but it's the truth.
