So, when the Broadway extension is built the entire line needs to be renamed from "the Evergreen - Millennium line" to "the Evergreen - Millennium -Broadway line"?
then when the line is extended to UBC it becomes "the UBC - Evergreen - Millennium - Broadway line"?
It seems to be easier to call it all the Millennium Line, regardless of when each extension was built, since it was intended to be all built at the same time (as LRT - until Clark had his tour of Bombardier's plant in Ontario).
For the Totally Anal:
Phase I is the "Millennium Line" (already built), then
Phase II is the "Evergreen Extension of the Millennium Line" (under construction), then
Phase III is the "Broadway Extension of the Millennium Line" (to Arbutus?), then
Phase IV is the "UBC Extension of the Millennium Line"
