There's certainly nothing unusual about the inner harbour freezing. People used to regularly skate or ice sail between the city and the islands: http://torontoist.com/2010/01/historicist_sailing_faster_than_the_wind/

And they carefully photoshopped the skate marks in? Who would have this much time on their hands?

These are definitely real. Toronto is SO lucky have such a perfect freeze on their ice!! That doesnt happen very often. One year in banff the ice on the lakes froze perfectly like this and it was such a great year for skating.

Not to this photographer's eye they don't.

Given the difference in distance between the people and the towers your brain might be expecting the depth of field to be narrower and thus the towers to be out of focus, but a sufficiently small aperture will keep everything in relatively sharp focus. That and the people will be lit slightly differently due to the reflection of the sun off the ice.

Only because we were "lucky" enough to have temperatures low enough to do so.
