Did you even read the article or just Cybele's editorial introduction to it?(rhetorical)
First off, the title of the article is a question. It speaks of elevated freeways in downtown areas, non-essential and aging sections of Interstate highway system, financial considerations, and community involvement.
I still don't see how your $4billion comment come into play. Or how this article that
questions elevated freeway teardown applies to Atlanta, when the only section of elevated freeway is basically a bridge over rail lines and an old alignment section of I-85 (Buford Hwy - SR 13 Connector to Midtown).
