No, the $14-million celebration plaza is already being built right now. But the medal ceremonies at the venue will probably be axed, and instead the Whistler medals will either be presented at the main medal ceremony venue at BC Place or at the sport venues right after the competitions. However, cultural events will still go on at the celebration plaza.
It was a terrible idea in the first place to have two medal ceremony venues, and I believe that's the plan for the opening ceremonies as well.
