Perhaps Houston will just continue to expand the Kemah Boardwalk complex. It seems to be getting bigger and bigger:

AND/OR
Disney will build a location for the 3rd coast in Texas; since west (California) and east (Florida) coasts already have one. And I'm pretty sure they won't ever build further up north as it's stays too cold for most of the year.
