Does the site still require environmental cleanup from the generating station or has all that been done already? Is there a lot more risk/cost to this land that isn't widely understood that might account for it being slow to redevelop?

Yeah, it's ready to build on. They've had various proposals, but the "final" site plan was selected, and includes building heights. However, that was all before City of Yes. They should be entitled to more today, but we'll see how that works out. Any changes I'm sure will draw the wrath of NIMBYs, who would rather continue enjoying the view of the empty lot.
