The parliamentary assembly will still be the lame duck congress participation.

My mistake. You're right. Should be interesting nevertheless. Both given the timing and the flack we've seen getting for underspending.

I still remember all the military jets flying overhead when the G8 was in Calgary. This will be even more interesting.

The Parliamentary Assembly is backbenchers. Julie Dzerowicz is Canada’s head of delegation. I would not expect a big security operation.

As AC says Apples and blueberries. Calgary ( Kanaskis) is hosting the G7 again next summer so you can look forward to jets then.

Just a reminder that the Russian scum continue their war on Ukraine:

Russian airstrikes kill at least 36 in Ukraine, damage Kyiv children's hospital

Deadly attacks also occurred Monday in the cities of Kryvyi Rih and Pokrovsk
Thomson Reuters · Posted: Jul 08, 2024 6:16 AM EDT | Last Updated: 1 hour ago

Russia blasted the main children's hospital in Kyiv with a missile in broad daylight on Monday and rained missiles down on other cities across Ukraine, killing at least 36 civilians in the deadliest wave of air strikes for months.

Parents holding babies walked in the street outside, dazed and sobbing after the rare daylight aerial attack. Windows were smashed and panels ripped off, and hundreds of Kyiv residents were helping clear debris.…

Hospitals get hit in wars. This was likely done on purpose. Designed to make Ukraine shift resources to Kyiv and feel resistance is hopeless. Small chance it was an accident. The Ukrainians certainly weren`t firing missiles from the hospital nor would there even be soliders there as a childrens hospital.

Sounds like a plan is about to be presented for Canada to reach 2% spending on our military. Subs appear to be a big part of it.

What's the earliest one might see a new Canadian submarine? Sometime post-2035?

According to the PBO, Canada is currently on track to drop down to 1.49% based on all current forecasts. If Canada decided to ramp up spending on subs (unlikely), the truth is DND doesn't have the capacity to spend it and it's likely to only be budgeted after the bulk of CSC has been delivered.

Update of Canada’s Military Expenditure and the NATO 2% Spending Target

PBO forecasts that Canada’s military expenditures will rise from 1.29% of GDP in 2024-25 to a peak of 1.49% of GDP in 2025-26 before falling and stabilizing at 1.42% by 2029-30.

CSC ship #1 IOC will likely be 2027/28 … for a program that has had a PMO in DND for over 10 years. If Canada fully committed to subs,, the PMO likely wouldn’t stand up before 2030, for a procurement more complex CSC. As such, I’d say 2040-2045 at the earliest, and that would push DND well beyond their current capabilities.

The first River Class won't be delivered till after 2030. To be fair though. These delays with CSC have less to do with procurement process than shipbuilding sequencing. If submarines are purchased internationally, it would be possible to get a whole fleet by 2035.

Like I said earlier, they keep sandbagging the numbers hoping nobody else will notice. But the fact that so many countries are openly calling out Canada doesn't bode well for our mooching to be consequence free going forward. There is no way to hit 2% by 2030. But they can probably hit 1.7-1.8% by 2030, especially with a lot of aid to Ukraine and various defence infrastructure projects.

There's also a few immediate projects they could undertake that actually increase capability without increasing manpower requirements. Most notably new armour and artillery for the army. It's possible to cut an artillery crew from 9 to 6 or even 3 with truck mounted auto loading artillery.

There is a group of RCN officers working on the idea. But there has been no money set aside to stand up the project, yet.

The Victoria class needs to go. This has been evident for years.

The only real question is how many subs does the RCN need? I have heard as many as 12. Is this realistic???

CBC - The philosophy — and politics — behind Canada's reluctance to meet NATO's spending target

Talks about the Federal government viewing 'soft power' as more important, but really comes down to voters don't want any big spend on the military.
