There is an estimated 3-5 story hole underneath Portage and Main. Regardless of what is done at ground level with pedestrians money needs to be spent on that as well. And it is quite likely the bulk of the funds for the repair, regardless of the ground level choices are going to be spent on the underground.

So let me get this straight. Spend $73 million and still not letting people walk across the street. And the street layout not really even set-up to accommodate that in the future. What a waste of effort.

Note the council report does mention cost sharing with the land owners.

Maybe a mod could move this convo to the P&M thread.

The issue is tying up opening the intersection to pedestrians with the underground repairs that are necessary.

They don't need to be grouped together.

You can open the intersection relatively cheaply in the meantime.

Umm the circus under Portage and Main is literally a whole underneath. And as I said I estimate it as being around 3-5 stories. The visible space is easily 2 and there are parts that cannot be seen like the the water barrier between the ground level and the circus.

Underground infrastructure in Winnipeg is generally a bad idea (bad soil, water table issues). Not to mention I have no confidence that a broke city can afford to install/design it adequately, let alone maintain this type of infrastructure over the long term.

Their lane closure permit expires April 30th. However it can easily be extended.
