Maybe in low-end buildings, but my experience from more prominent high-rises has been as follows (and mind you, we have actually taken use of these):

One Wall Centre - small shared bike locker that was reasonably full mostly from abandoned bicycles.

The Max - small bike locker that was half-empty.

Metroplace - a massive locker with room for hundreds of bicycles, but only had less than a dozen bicycles.

Trump Tower - no bike locker whatsoever.

Sovereign - tiny bike locker that has few abandoned bicycles covered in thick layer of dust.
