In a perfect world, I would agree with you but capital is limited as it is so it doesn't make much sense to build express capacity for a line that we more than likely wont see completed within the next 20 years. ( also off the top of my head there are only 16 stops on the entire line so it wouldn't make financial sense to also have an express line run concurrently given the ridership projections as well as only connecting with the Q at and above 63rd and the B,D at Grand) IMO an argument for an express line would make more sense if the second avenue line was planned to have transfers to the 7 at 42nd, the L at 14th
