Mochrie: It's likely we would not have sufficient shelter spaces for everybody but many people have declined shelter spots for months. Odds of 100 shelter spaces available today, no."
So it's purely an exercise in moving tents off Hastings. Most of the people seem to have moved into the alleys or other streets nearby (although the City also moved
onto Main Street too).
