Or let the industry that may benefit from a more "efficient" route to the 403 pay the cost.
(I do agree it doesn't make sense economically, financially, socially, and environmentally from the city's perspective... We're aiming to get the west harbour area to be more of a people place! A truck-only road would not help with that any more than will keeping a large rail freight yard in place, but it will take time, creative thinking, and stern policies)
