(I do agree it doesn't make sense economically, financially, socially, and environmentally from the city's perspective... We're aiming to get the west harbour area to be more of a people place! A truck-only road would not help with that any more than will keeping a large rail freight yard in place, but it will take time, creative thinking, and stern policies)
