^ The permit and approval process for the re-use of heritage buildings is more or less ridiculous. There is so much of a project left to the whim of UDAC that can result in big cost adjustments to the developers.
And that's not even getting into the (now) 2-step permit process, issues with Hydro/Utilities, variances for non-sensical setbacks, lack of parking, etc.
It's not easy, and only certain developers are willing to go through with it.
