Not sure the new builds in urban neighbourhood in Montreal are cheaper as a general rule. My sense is that on the whole, Montrealers are more willing to pay for style than sensible, budget-conscious Ottawa folk. There’s also a lot more ostentatious wealth in Montreal, even if average incomes are lower.
